Delhi has a law which prohibits extortion of capitation fee. Actually the fee to professional Colleges in Delhi is fixed by a Committee appointed under this law namely Delhi Professional Colleges or Institutions (Prohibition of. Capitation Fee, Regulation of Admission, Fixation of Non-Exploitative Fee ….) Act which can not be altered. It was a good move and one of the rare initiatives by Sheila Dixit Chief Minister of Delhi. But as usual, the implementation of this Act is lethargic. The aforesaid Act defines capitation fee as under:

“Any amount by whatever name called whether in cash or in kind, paid or collected or received directly or indirectly, in addition to the fee determined under the Act”
