The song and its appropriateness

On the birthday of ex Prime Minister Atal Bihari Vajpai, BJP had orgnised a health camp in the park today. While Doctors were examining patiants, in the background a song e.g. Ab tumhare hawale watan sathiyon was being played. I wonder whom it referred to. Patiants or the Doctors.
